HOUNDOGSHeadquarters: Midtown
Commander: Nathaniel Durham Secondary Commander/Lieutenant: Roy Wallace Tertiary Commander/Secondary Lieutenant: Brian Ludman Formed in 2065, the Houndogs are the largest of New York's three dominant youth gangs, and often cited as the strongest. However, the control exercised over it's territories has waned in recent years, and with membership dwindling, many claim that it is on the verge of collapse, and it's territories are easy pickings for it's rival gangs, and the combat skills of it's members seem to be dwindling. It's leader has familial links to the illegal Mercia mercenary organization. Typically, the Houndogs have been proven to be very hostile to those not from Midtown, or of the races that make up the majority of it's ranks (European whites). They rarely cooperate with other gangs, and have effectively shut themselves off from their peers. |
HUBAN MAOHeadquarters: Chinatown
Commander: Joseph Yuzhai Secondary Commander/Lieutenant: Huang Zhou Tertiary Commander/Secondary Lieutenant: Bao Liuxian Formed in 2068, the Huban Mao (Mandarin Chinese for "tabby cats") are the second largest of the four prominent youth gangs of New York, and rated as the third strongest. It is in the process of a rapid rise in membership in the face of a seventh wave of immigration from Mainland Asia due to the advent of the 4th Russo-Chinese War, leaving it poised to overtake the Houndogs. It's members can be skilled, but sloppy in combat. It is said that it's secondary commander has murky links to the Triad. The Huban Mao have proven to be very xenophobic, though not to the extent of the Houndogs. Rarely do they cooperate with other gangs, but they have been proven to accept members that it's racial majority (Han Chinese) does not share ethnic heritage with. |

Commander: Daniel Carusso Secondary Commander/Lieutenant: Bianca Ortega Tertiary Commander/Secondary Lieutenant: Luca Marino Formed in 2069, the Lupi Rosa (Italian for "rose wolf") are the smallest prominent youth gang in New York, and ranked dead last in overall power. That said, despite controlling the smallest territory of all four gangs, they have never lost ground to rivals, only making small gains over time. While their membership is stagnant, their members are loyal, and would sooner die than allow rival gangs to overtake their hard-fought territory. In combat, their members are deadly and efficient. The Lupi Rosa have proven to be wary, if not hostile to outsiders. That said, they have cooperated with the Ryusei in the past and do not seem averse to cooperation with other gangs, so long as all benefits from joint ventures are mutual. |

Commander: Yukihiko Mori Secondary Commander/Lieutenant: Junko Hirai Tertiary Commander/Secondary Lieutenant: Aoi Ishii Formed in 2066, the Ryusei (Japanese for "meteors") are the 3rd largest and second most powerful gang in New York. They have steadily been overtaking territory from their main rival (the Huban Mao) and have often come to blows with the Houndogs over territorial disputes. Their membership is growing steadily, if not exponentially. In terms of power, they are set to overtake the Houndogs very soon, possibly aided by the fact the commander of the Ryusei is the daughter of a wealthy crime boss. The Ryusei are far more accepting of outsiders than their rivals, and accept members of any ethnic background. They often cooperate with the Lupi Rosa, with whom they have forged a steady alliance, sharing information and oftentimes, material. |
MORI KANPANIHeadquarters: Little Tokyo (12 Megisaka Square)
Commander: Amaterasu Mori Secondary Commander/Lieutenant: Daizo Hayanari Tertiary Commander/Secondary Lieutenant: Genta Goichi Formed in 2037 by third-generation Japanese immigrants, the Mori Kanpani (loosely translated to "Forest Company") is a vast criminal syndicate dealing primarily in cybercrimes, sales of unregistered weapons, illegal vehicle imports, unlicensed augmentation, prostitution, human trafficking, and sales of drugs that can only legally be acquired through prescription. Their largest source of income is the sale of Watanabe Pharmaceutical's Gaudiumex anti-depressant, an extremely popular and extremely potent drug which triggers massive, almost immediate dopamine release in a user's brain. While they deal in the sale of such drugs, ironically, members of the Mori are forbidden from using such themselves, unless legally prescribed by a doctor. The current leader of the Mori Kanpani, Amaterasu Mori, is the mother of Yukihiko Mori, the commander of the Ryusei youth gang. And she couldn't be more proud. |
MERCIA SERVICESHeadquarters: Midtown (27 Times Square)
Commander: Alexander Mercia Secondary Commander/Lieutenant: Calvin Durham Tertiary Commander/Secondary Lieutenant: Marie Keller Formed in 2029, Mercia Services are a band of 4,500-5,000 operators (mercenaries), who operate illegally, outside of the rule of law. They primarily take on jobs protecting shipments of contraband and other illegal goods. Their largest client at the moment is the Mori Kanpani. While their primary business is acting as mercenaries, for the right price, they have been known to carry out assassinations on behalf of others. Their operators are characterized by deadly efficiency and accuracy, their ability in combat only rivaled by the officers of the New York Police Corporation and brigadiers of the Federal Police Corps. Their reach is unusually vast for a group of their nature, and Mercia mercenaries have been reported operating from Toronto to Mexico City. The lieutenant of Mercia Services, Calvin Durham, is the father of Houndogs leader Nathaniel Durham. Due to this relation, many Houndogs members aspire to be Mercia operators. |
FEDERAL POLICE CORPSHeadquarters: Manhattan (FPC New York Regional HQ & Asset Depot)
Brigadier General: Ekaterina Sokolov The Federal Police Corps are the absolute legal authority of the United States, in a civilian setting. Their brigadiers are are all former soldiers or police officers severely injured in the line of duty, chosen to be rebuilt using cutting-edge military technologies. While the legal limit for augmentations is 40%, most FPC brigadiers are pushing 80% augmentation, and are legally considered the property of the US Government. Many have criticized the FPC, comparing it to the Gestapo of Nazi Germany, as they report directly to the Executive Branch (hence the Grand Seal of the Office of the Presidency on their seal). Their similarities to secret police are not to be ignored - time and time again they have been accused of extrajudicial killings and cruel and unusual punishments for criminals, often with video evidence, yet the legal system claims such concerns are "unfounded". Despite technically operating in areas that fall under the jurisdiction of other law enforcement organizations, their physically imposing brigadiers are often given a wide berth by public and private police officers. |
NEW YORK POLICE DEPARTMENTHeadquarters: Manhattan (1 Police Plaza)
Chief of Police: Luis J. Estrada The NYPD, once the largest and most well-funded public law enforcement organization in the United States has, in recent years, been described as "myopic", "corrupt", and "crumbling". The NYPD has ceded most law enforcement responsibilities to the far better funded and equipped New York Police Corporation (paid to keep the peace by the local government of New York). What little falls under their jurisdiction is primarily traffic infractions and crime scene investigation, as well as detective work. Due to the NYPD's fall from grace, corruption in the police department is even more plentiful than it was before, among other problems which run rampant (including but not limited to: drug use, gambling, bribery, and embezzlement of public funds). Many wish to see the NYPD gutted and rebuilt from the ground up, however, it is highly unlikely such will ever happen. The operation costs of the NYPC are far more manageable for the city government, and their pockets get shallower and shallower with each passing day. |
NEW YORK CITY MINUTEMENHeadquarters: Brooklyn (Varies)
Commander: Nicholas S. Raeder Formed in the late 2060s, the New York City Minutemen are made up of citizens who feel betrayed by the government and local authorities - and have taken it upon themselves to defend their property and neighborhoods. While tend to avoid getting in the way of the NYPC, NYPD, and FPC, they have proven time and time again to not only be a thorn in the side of the 4 youth gangs of New York, but the Mori Kanpani and Mercia Services as well. They are guided by the deep-set belief that all people have a right to defend themselves not only from criminals, but a tyrannical government. PURITY FRONT |
POPULAR FRONT OF NEW YORKHeadquarters: The Bronx (Varies)
Commander: Phillip Cardinas Formed in the early 2070s, public opinion of the Popular Front of New York is split - some call it a harmless organization with lofty, admirable goals, and some call it a dangerous terrorist organization. While the Minutemen are concerned with defending personal property, the Popular Front of New York are concerned only with causing as much damage to local authorities and criminal organizations as possible. They have been involved in numerous bombings and shootings against Mercia operators and Mori Kanpani members, as well as NYPD and NYPC officers, though all attempted attacks on FPC officers have ended in the perpetrator's unceremonious death. Commander: Leianne Luchs Formed in the mid 2070s, the AAF can best be described as "concentrated, disorganized chaos", which frequently finds itself straddling the line between vigilante group and domestic terrorist cell. They shy away from any run-ins with criminal groups, instead focusing their efforts on uncoordinated attacks not only on local authorities, but government offices and rival groups. Frequently, members of the Anti-Authoritarian Front have found themselves in open combat with members of the Popular Front, New Church, and NYC Minutemen. Despite having been responsible for numerous attacks, it seems that the efforts of the AAF to force New York into a state of lawlessness are ultimately hopeless. Since the formation of the AAF, local authorities have only tightened their grip on power over the civilian populous. |

New York Headquarters: Manhattan (WataPharma Regional Offices) Chief Executive Officer (CEO): Eiichi Watanabe Watanabe Pharmaceuticals* is one of few foreign corporations to dominate it's field in the US, thanks to exclusive ownership of the Gaudiumex anti-depressant, which is wildly popular given the immediate yet hollow happiness it produces. It also dominates sales of over-the-counter drugs such as cough medications, laxatives, and allergy medications, among other things, in part given it's many partnerships with domestic pharmaceutical corporations. Following the release of Gaudiumex, rumours have circulated that the corporation has sold the drug directly to criminal syndicates in bulk for massive profits. *Transcor owns a 51% stake in Watanabe Pharmaceuticals. Jensen Jensen Emergency Services* are a private emergency response that has become dominant in it's field as an alternative to crumbling public emergency services. It primarily sells fire response and emergency medical plans for exorbitant yearly fees, which are their primary source of income. Despite being an inarguably better alternative to public emergency services, for many Americans, the prices of Jensen Emergency Services are simply too much. Jensen has close links to Agrawal Insurance, leading to many of Agrawal's coverage plans including coverage by Jensen. *Transcor owns a 14% stake in Jensen Emergency Services. They offer a unique life insurance program for Americans with cybernetic implants (roughly 54% of the population), in which their memories are recorded and stored in a remote server in India. The stored memories are then used for transfer into a bio-mechanical body in the event that the person covered by this plan were to die. It is responsible for the wildly popular SIGHT series of augmented reality contact lenses, which have been the bestselling consumer-grade device in America for a decade. Lariat Thatcher Biotechnologies* was one of the corporations at the forefront of consumer cybernetic augmentation, and remains the largest producer of cybernetic components globally. In 2073, it began producing a series of artificial organs as an alternative to transplants as well, however, many who needed the life-saving transplants could not keep up with the massive monthly payments needed to pay for Thatcher's biomechanical organs. In response, the subsidiary Thatcher Reposessions was created with one sole function: to "repossess" the organs of those who'd fallen behind their monthly payments. While their methods are brutal, not one Thatcher Repossession Team has damaged their target organ in the line of duty. Mathis The New York Police Corporation* is a for-profit law enforcement entity contracted and funded by the local government of New York City, the state government of New York, and the Federal Government to not only keep the peace in New York City, but New Jersey and a myriad of other small cities surrounding the US' largest megalopolis. It's officers have often been accused of corruption, assault, and intimidation, however such concerns have never been publicly addressed. Thanks to a special relationship with the military and law enforcement, Cercoline is allowed many freedoms in it's business practices, occasionally breaking the law outright in pursuit of profit. It's the proud owner of many beloved American arms companies (Colt, Armalite, Remington, etc.) and uses it's immense powers of brand recognition to secure it's position as the most profitable arms manufacturer in the world. *Transcor owns a 33% stake in Cercoline Defense Solutions. Recently, however, their research has delved more into the bio-mechanical, with rumours of military-backed projects involving "artificially gestated humans" circulating behind closed doors. Credibility is added to such rumours by Lycan Genetic's efforts to seek a partnership with Thatcher Biotechnologies. Thatcher Biotechnologies' Reposessions Team is responsible for reposessing artificial organs and cybernetic components that have not been paid for in full. They are not subject to most legal constrictions, and are brutal in their efficiency.

J-EMS Response Team New York is responsible for responding to medical emergencies and fires involving those covered by J-EMS response plans, as well as by certain Agrawal insurance plans. While they are quick to respond, many have been known not to address emergencies unless bribed.
